The design of the Floating Character Toys is dated May 22nd, 1957. It appears that these were designed as Cracker Jack toys, but were never made. At the bottom of the page
(picture below) there is a price quote of $3.00 per thousand toys, for an order of 6 million toys, with a reorder quote of $2.69 per thousand toys.

Bottom of all floating toys are to be flat. Inside hollow cored. Toys not to exceed 1½" x 1" x 5/16". Wall thickness: 1/32". Number of different characters 8 or 10. Suggested number of mold cavities ______. Material: Polyethylene. Words "Float Me" to show on bottom of all toys.
